Mission
The mission of the Office of Code Compliance and Neighborhood Services is to create safe, vibrant, and healthy neighborhoods through resident empowerment, education collaboration, and community partnerships.

Goals
Focus on Proactive Compliance & Education
- Increase Voluntary Compliance - Implement proactive education and outreach programs to inform residents and businesses about city codes, leading to a higher rate of voluntary compliance and fewer violations.
- Enhance Public Awareness - Develop clear and accessible communication channels (e.g., website, workshops, community events) to educate the public on code requirements and the benefits of compliance for neighborhood quality of life.
Focus on Neighborhood Quality & Safety
- Improve Neighborhood Aesthetics - Reduce blight and improve the overall appearance of neighborhoods by effectively addressing issues such as overgrown vegetation, illegal dumping, and dilapidated structures.
- Ensure Safe Living Environments - Proactively identify and address code violations that impact public health and safety, such as unsafe structures, sanitation issues, and zoning violations affecting residential areas.
- Strengthen Community Partnerships - Collaborate with neighborhood associations, community groups, and other city departments to identify and resolve neighborhood concerns effectively.
Focus on Efficiency & Effectiveness:
- Streamline Enforcement Processes - Evaluate and improve internal processes for code enforcement to ensure efficiency, consistency, and fairness in addressing violations.
- Utilize Data-Driven Approaches - Implement data collection and analysis to identify trends prioritize enforcement efforts in areas with the greatest need, and measure the impact of compliance activities.
- Enhance Staff Training and Development - Provide ongoing training to code compliance officers to ensure they have the knowledge, skills, and resources to perform their duties effectively and professionally.
Focus on Customer Service & Engagement
- Improve Resident Experience - Provide clear communication, timely responses, and helpful resources to residents reporting code concerns or seeking information about compliance.
- Foster Collaborative Problem-Solving - Work with residents and businesses to find solutions to code violations that are fair, equitable and promote long-term compliance.
Summary of Services
Code Compliance
- Investigating Complaints - Receiving and investigating reports of potential violations of city ordinances related to zoning, property maintenance, building codes, signage, noise, and other local regulations.
- Violation Notices - Issuing notices of violation to property owners or responsible parties outlining the specific code infractions and required corrective actions.
- Follow-up and Compliance Monitoring - Tracking the progress of violation remediation and ensuring compliance within established timeframes.
- Legal Action (when necessary) - Pursuing legal remedies, such as citations or magistrate orders, in cases of continued non-compliance.
Neighborhood Services
- Community Outreach and Education - Providing information to residents and businesses about city codes, neighborhood resources, and community improvement initiatives through workshops, meetings, and informational materials.
- Neighborhood Liaison - Serving as a point of contact and resources for neighborhood associations community groups, and residents to address local concerns and facilitate communication with the city.
- Blight Reduction Programs - Implementing initiatives to address and prevent blight, such as coordinating clean-ups, promoting property maintenance, and connecting residents with resources for home improvement.
- Abandoned Property Management - Identifying and addressing issues related to vacant and abandoned properties to mitigate negative impacts on neighborhood safety and aesthetics.
- Facilitating Community Initiatives - Supporting resident-led efforts to enhance their neighborhoods, such as community gardens, neighborhood watch programs, and beautification projects.
- Neighborhood Planning - Act as a dedicated advocate and strategic guide for individual neighborhoods, engaging with residents and stakeholders to understand their unique needs and aspirations. Analyze neighborhood characteristics develop tailored plans and policies, and facilitate the implementation of initiative that address local challenges and enhance quality of life. Ensure that neighborhood level perspectives are integrated into the city's broader planning efforts, ultimately contributing to the vitality and well-being of each distinct community within Bartow.
Magistrate Hearings
Code Enforcement Special Magistrate Hearings are held at 9 am the fourth Tuesday of every month in the City Commission Chambers located at City Hall, 450 N Wilson Ave.
