10. HEARINGS – FIRST AND SECOND READINGS AND PUBLIC HEARINGS

a. Public hearing and final reading of Ordinance No. 2019-13 – AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN FUTURE LAND USE MAP OF THE CITY OF BARTOW, FLORIDA; SAID AMENDMENT BEING KNOWN AS “AMENDMENT #CPA-19-03-SS”; SPECIFICALLY TO CHANGE THOSE PARCELS OF LAND OWNED BY BARTOW COMMUNITY REDEVELOPMENT AGENCY FROM MEDIUM DENSITY RESIDENTIAL TO COMMERCIAL; TRANSMITTING SAID AMENDMENT TO THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITIES (DEO) FOR A FINDING OF COMPLIANCE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE UPON FINAL PASSAGE.

b. Public hearing and final reading of Ordinance No. 2019-14 – AN ORDINANCE AMENDING THE ZONING MAP OF THE CITY OF BARTOW, FLORIDA, REZONING APPROXIMATELY 0.78 ACRES OF LAND OWNED BY BARTOW COMMUNITY REDEVELOPMENT AGENCY, AND LOCATED IN SECTION 8, TOWNSHIP 30 SOUTH, RANGE 25 EAST, POLK COUNTY, FLORIDA, FROM R-2, TWO FAMILY RESIDENTIAL TO C-3, HIGHWAY COMMERCIAL; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE UPON FINAL PASSAGE.

c. First reading and consideration of Ordinance No. 2019-15 – AN ORDINANCE ANNEXING UPON THE PETITION OF THE OWNER THEREOF APPROXIMATELY 9.8 ACRES OF PROPERTY LOCATED AT 2260 E.F. GRIFFIN ROAD IN SECTION 24, TOWNSHIP 29 SOUTH, RANGE 24 EAST, POLK COUNTY, FLORIDA; AND PROVIDING FOR AN EFFECTIVE DATE UPON FINAL PASSAGE.

d. First reading and consideration of Ordinance No. 2019-16 – AN ORDINANCE AMENDING THE FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN OF THE CITY OF BARTOW, FLORIDA; SAID AMENDMENT BEING KNOWN AS “AMENDMENT #CPA-19-04-SS”; SPECIFICALLY ASSIGNING LOW DENSITY RESIDENTIAL LAND USE TO AN ANNEXED PARCEL OWNED BY SUNSWEET CITRUS LLC; TRANSMITTING SAID AMENDMENT TO THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY (DEO) FOR A FINDING OF COMPLIANCE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE UPON FINAL PASSAGE.

e. First reading and consideration of Ordinance No. 2019-17 – AN ORDINANCE AMENDING THE ZONING MAP OF THE CITY OF BARTOW, FLORIDA, REZONING APPROXIMATELY 9.8 ACRES OF LAND OWNED BY SUNSWEET CITRUS INC, AND LOCATED IN SECTION 24, TOWNSHIP 29 SOUTH, RANGE 24 EAST, POLK COUNTY, FLORIDA, AS RE-2, “SINGLE FAMILY RESIDENTIAL ESTATE”; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE UPON FINAL PASSAGE.

a. Approval of October 21, 2019 City Commission Regular Meeting minutes

b. Approval of July 30, 2019 and August 1, 2019 Strategic Planning Work Session minutes.

c. Approval of designations of Chairperson (Greene) and Vice Chairperson (Githens) to the Community Redevelopment Agency (CRA) for fiscal year 2019-2020.

d. Approval to reappoint Len Jordan to the Building and Housing Board of Appeals. The new term will expire December 2022.

e. Approval to reappoint Tanya Tucker to the Citizens Advisory Committee. The new term will expire September 2022.

f. Approval of City Commissioner absence(s) for October 21, 2019 excusal(s): None

12. OTHER COMMISSION BUSINESS

b. NEW BUSINESS

1. Approval and authorization to execute an Interlocal Agreement with Polk County between the Bartow Police Department, the City of Bartow and the Polk County Sheriff’s Office to utilize each agency’s designated radio frequency to move information quicker in emergency situations.

2. Review, approval and authorization to execute the Planning Services Agreement for the Bartow Master Development Plan Project with GAI Consultants, Inc.

3. Determination of procedure to appoint a new member to the Citizens Advisory Committee. The term will expire September 2022.
