a. Issuance of proclamation recognizing October 24, 2019 as 77th Annual Crickette Club Parade and Carnival Day. Being accepted by Crickette Club President Cecilia Speight and Crickette Club Members.
b. Issuance of proclamation recognizing October 24, 2019 as World Polio Day. Being accepted by Bartow Rotary President Scott Sjoblom and club members.
c. Issuance of proclamation recognizing October 25-November 1, 2019 as Mobility Week and October 25, 2019 as the City of Bartow’s Polk Mobility Day. Being accepted by Florida Department of Transportation District Secretary, L.K. Nandam.

10. HEARINGS – FIRST AND SECOND READINGS AND PUBLIC HEARINGS
a. First hearing and consideration of Ordinance No. 2019-13 – AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN FUTURE LAND USE MAP OF THE CITY OF BARTOW, FLORIDA; SAID AMENDMENT BEING KNOWN AS “AMENDMENT #CPA-19-03-SS”; SPECIFICALLY TO CHANGE THOSE PARCELS OF LAND OWNED BY BARTOW COMMUNITY REDEVELOPMENT AGENCY FROM MEDIUM DENSITY RESIDENTIAL TO COMMERCIAL; TRANSMITTING SAID AMENDMENT TO THE FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITIES (DEO) FOR A FINDING OF COMPLIANCE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE UPON FINAL PASSAGE.
b. First hearing and consideration of Ordinance No. 2019-14 – AN ORDINANCE AMENDING THE ZONING MAP OF THE CITY OF BARTOW, FLORIDA, REZONING APPROXIMATELY 0.78 ACRES OF LAND OWNED BY BARTOW COMMUNITY REDEVELOPMENT AGENCY, AND LOCATED IN SECTION 8, TOWNSHIP 30 SOUTH, RANGE 25 EAST, POLK COUNTY, FLORIDA, FROM R-2, TWO FAMILY RESIDENTIAL TO C-3, HIGHWAY COMMERCIAL; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE UPON FINAL PASSAGE.

a. Approval of October 7, 2019 City Commission Regular Meeting minutes.
b. Approval of July 22, 2019 City Commission Budget Work Session minutes.
c. Acceptance of Community Redevelopment Agency (CRA) Quarterly Report.
d. Acceptance of Main Street Bartow Annual Report.
e. Approval to appoint Patricia B. Thomas to the Beautification Advisory Board. The term will expire September 2022. Recommendation is being made by Commissioner Longworth.
f. Approval to appoint Nicole Stephens to the Zoning Board of Adjustment. The term will expire November 2022. Recommendation is being made by Commissioner Longworth.
g. Approval of City Commissioner absence(s) for October 7, 2019 excusal(s): None

1. Approval and authorization to execute an Interlocal Agreement with Polk County providing for cost-shared construction of a sidewalk along the south side of Lyle Parkway from Maple Avenue North to Carpenter Avenue North.
a. RESOLUTION NO. 19-4032-R – A RESOLUTION OF THE CITY OF BARTOW RECOGNIZING FLORIDA CITY GOVERNMENT WEEK, OCTOBER 21-27, 2019, AND ENCOURAGING ALL CITIZENS TO SUPPORT THE CELEBRATION AND CORRESPONDING ACTIVITIES.
