GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs complex professional and difficult administrative work planning, organizing and directing the activities of the public library; does related work as required. Work is performed under general supervision. Supervision is exercised over all department personnel.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Planning, organizing and directing all library services; coordinating work with the City Manager and other public libraries; maintaining records and files; preparing reports.
Plans, organizes and directs the activities of the public library and the maintenance of the library facility;
Meets with department heads as needed; receives and analyzes monthly reports on all department activities;
Works at circulation desk and performs all required tasks associated with circulation desk responsibilities; answers reference questions;
Handles conflicts with employees and with patrons;
Reads reviews and orders library materials and equipment;
Prepares agenda and attends meetings of Library Board, Friends of the Library and Grant Committee;
Provides guidance in writing grant proposals; reviews and approves grant proposals; researches for new grants;
Prepares, submits and defends annual budget and monitors expenditures;
Identifies and seeks out new revenue sources; prepares grant applications;
Develops, writes and recommends programs, plans, policies and technological improvements related to library operations; develops long and short range strategic plans to improve library services;
Represents the library to residents and local, regional and professional organizations and the news media;
Maintains records and prepares reports on library activities;
Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of public library and general management principles, methods, materials and practices; comprehensive knowledge of reader interest levels; comprehensive knowledge of library procedures and problems; ability to analyze library service needs and participate effectively in solving them; ability to plan and supervise the work of a large and diverse staff; ability to establish and maintain effective working relationships with government officials, staff, library patrons, associates and the general public.

EDUCATION AND EXPERIENCE:
Master's degree in library science from an ALA accredited library school and extensive library experience, including extensive supervisory experience.

SPECIAL REQUIREMENTS:
Possession of an appropriate driver’s license valid in the State of Florida.
