The Mission of the City of Bartow Code Enforcement Department is to provide a service that preserves the beauty of our great city and protects our citizens from unscrupulous practices and or hazardous situations while empowering our community with a quality of life, which is extraordinarily positive, both ethically and professionally.
The department also utilizes proactive inspections for the entire city, in addition to responding to citizen’s complaints; Code Enforcement Officers will continuously inspect the entire city, block by block.
City Ordinance Chapter 38, 171-179 “YEAR-ROUND WATER CONSERVATION MEASURES AND WATER SHORTAGE ORDINANCE” was enacted 10/01/07 for the enforcement of water restrictions. Only warnings have been issued so far. However, The City of Bartow Code Enforcement is now issuing violation notices pursuant to the ordinance. The penalty for violation of the city ordinance is:
First violation - $ 50.00
Second violation - $ 75.00
Third violation - $100.00
Fourth violation - $150.00
Fifth violation - $200.00
Sixth & subsequent violations - $300.00
The restrictions in place are those set by Southwest Water Management District (SWFWMD). You can find the current water restrictions on the SWFWMD website. You can find the ordinance in its entirety on the City of Bartow’s website.

Why Code Enforcement?
The Code Enforcement Department ensures compliance with the Florida Statutes chapter 162.06 and city’s code and ordinances to include but not limited to overgrown property, open illegal storage, care of premises, disabled/abandoned or unlicensed vehicles, unauthorized signs, commercial vehicles in residential neighborhoods, junk/debris, animal nuisance, boat/trailer/RV’s stored improperly, dilapidated fences in need of repair, operating a business without a license, unsanitary/unsafe conditions, pool fence/pool water unfit and accumulation of garbage/rubbish.
Violators are provided time to correct violations and administrative hearings are scheduled for those that are not corrected.
Code Enforcement Special Magistrate Hearings are held at 9:00 a.m. the fourth Tuesday of every month in the City Commission Chambers located at City Hall, 450 N. Wilson Av. Bartow, Florida 33830.
