The Comprehensive Plan of the City of Bartow describes the City's vision; translates that vision into policies, programs and public investments; and promotes technical coordination between specialists to ensure the rational and efficient scheduling of physical improvements. It addresses consistency between various land uses, housing and neighborhood services, historic preservation, environmental protection, transportation issues, public utilities, solid waste management, capital improvements programming and intergovernmental coordination. The Comprehensive Plan is divided into nine elements, with supporting maps and four supporting sections. Each element contains specific goals, objectives and policies that provide the growth management framework for the City through the year 2030.
