Chief Hall was appointed Police Chief of Bartow Police Department on July 13, 2009. He came to Bartow after a lengthy career with the Panama City Police Department. 

Chief  Hall began his law enforcement career with the city of Callaway Police Department in 1983 as patrolman. In 1985, he went to work for the Bay County Sheriff’s Office where he served on patrol and in the street crimes unit until October of 1988. At that time, he went to work for the Panama City Police Department as a patrolman.

Chief Hall holds the following credentials: A.S. Degree in Criminal Justice, B.S. Degree in Criminal Justice Administration, M.S. Degree in Criminal Justice Administration, graduate of the FBI National Academy, graduate of State of Florida’s Executive Institute.


In 1990, he was asked to help start a school resource officer program in conjunction with the Bay County School Board. We were able to design and implement a school resource officer program that is in existence today. After leaving the Panama City school resource officer program Chief Hall served in the detective bureau of the police department working homicides, robberies and burglaries until being promoted to Detective Sergeant and later as Detective Lieutenant.


In 1999, he was promoted to Commander and was reassigned to the Field Services Division. There he supervised patrol officers, honor guard, school resource officers, reserve officers, K-9 officers, SWAT unit, Explorer program and special events. In 2004, he was promoted to Deputy Chief of Police where he was responsible for legal affairs for the, Code Enforcement, Internal Affairs, discipline, human resources and scheduling. In July 2009 he became the Chief of Police for the City of Bartow, Florida.


During his tenure with the Panama City Police Department Chief Hall was certified and very active in the state of Florida’s accreditation by serving as a State Assessor. Chief Hall also served as the Vice President of the Fraternal Order of Police, and President of the City of Panama City Police Department’s employee association. He served as the area representative for the Federal Bureau of Investigation’s National Academy Graduates District One.


Chief Hall is married to Edwina. They have two children and one grandchild.



Corp. Bryan Dorman


Deputy Chief Bryan Dorman began his career with the Bartow Police Department in 1998, assigned to the Patrol Division. While in Patrol, he was a member of the Traffic Unit, investigating traffic homicide crashes. In 2006, Dorman was promoted to Corporal and assumed supervisory responsibility of a patrol squad. In 2012 the Deputy Chief was assigned the task of leading a newly created unit, the Community Services Team (CST), and subsequently promoted to Sergeant over the CST in 2014.

Deputy Chief Dorman holds a Bachelor's Degree in Business and Criminal Justice from the University of South Florida and a Master's Degree in Business Administration and Criminal Justice Management from Webber International University. Deputy Chief Dorman is a graduate of the Certified Public Manager Program through Florida State University. He is currently enrolled in the Bartow Chamber of Commerce Leadership Bartow Program Class XVII.

Deputy Chief Dorman is married and has three children.








Sgt. H Saunders

Captain Hiram Saunders began his career with Bartow Police Department in 1988 as a Patrol Officer. 



He was promoted to Sergeant and appointed supervisor of the School Resource Officers for several years. 


In 2015 the Captain was appointed the Interim Patrol Division Commander, and in June 2017 he was promoted to Captain.
